Fulton County Youth and Community Services Division

(formerly the Office of Grants and Community Partnerships)

The Youth and Community Services Division (YCS): YCS administers and coordinates the County’s Human Services Delivery Network.   This network brings together nonprofit service providers, community-based organizations, churches, citizens, private sector and other local governments to address the issues relating to Fulton County residents.   As a community partner, the Youth and Community Services Division operates the following programs to facilitate the County’s vision and mission:

Community Services Program (CSP)

The Fulton County Community Services Program (CSP) is the County’s principal avenue for funding social service programs pursuant to the County’s Strategic Plan.   CSP addresses five (5) Service Categories: Children & Youth Services, Disabilities, Economic Stability/Poverty, Homelessness, and Senior Services.  

 

Youth Commission Program (YCP)

The FCYC is a leadership program for high school students in Fulton County, Georgia, whose primary purpose is to advocate for children and youth issues.   The program empowers participants to become involved in the local government process as it pertains to youth-related legislation, policies and programming.

 

Summer Internship Program (SYIP)

The Summer Internship Program provides Fulton County youth between the ages of 16 and 24 with paid summer employment.  Participants are able to work a maximum of 150 hours in entry-level jobs in a variety of industries.

My Brother’s Keeper (MBK)

My Brother’s Keeper initiative addresses persistent opportunity gaps faced by boys and young men of color and ensure that all young people can reach their full potential.   Through this initiative, cities, towns, businesses, and foundations connect young people to mentoring, support networks, and the skills they need to find a good job or go to college and work their way into the middle class.

2019 Community Services Program Awards

The Community Services Program (CSP) replaces the former Fulton Roundtable Expanded Services Headquarters (F.R.E.S.H. Grant), and the  former Human Services Grant program which concluded  on December 31, 2015.  

The 2019 CSP RFP was released on September 24, 2018 and closed October 31, 2018. The Fulton County Board of Commissioners (BOC) approved the allocation of $6,183,677 in funding to 84 non-profit agencies  (Agenda items#19-0137 and  #19-0177).

New Registration:

  1. Go to the following Fulton County WebGrants site: http://fulton.dullestech.net
  2. Locate the section (top right corner) entitled: “New to WebGrants - Fulton County Georgia?”
  3. Select the “Register Here” option
  4. Complete requested agency information and select “Register”.
  5. After your registration is approved, you will receive an e-mail with your username and password.    

Forgot user ID: From the log in page of Fulton County WebGrants (http://fulton.dullestech.net),

  • Click "Forgot User ID" and enter the e-mail address that you used to previously register with Fulton County
  • Your username will be e-mailed to you at the e-mail address on file in WebGrants.   The e-mail will come from ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it )

Forgot password: From the log in page of Fulton County WebGrants (http://fulton.dullestech.net),

  • Click "Forgot password" and enter your User ID: Enter the e-mail address that is on file in WebGrants:

Additional users: can be added to your agency’ profile, without going through the full registration process.   Users will receive notices of funding availability and can be assigned access to specific proposals once they are initiated by the primary person on the RFP.   See instructions below for adding an additional user.  

  • Select “My Profile” from the main menu of WebGrants -    http://fulton.dullestech.net
  • Scroll down to “Associated Organization” section and select your agency name
  • Scroll down to the “Registered Users” section and select “ADD”
  • This will allow you to add a person to your agency’s list of registered users
  • Select “Save” and the new user will receive an e-mail from ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it ) with a username and password        
  • Additional users can be designated access to specific grant applications
  • From the main menu select “My Grants”
  • Select the “Title” of the grant year that you would like to give access
  • From the Grant Components list select “General Information”
  • Select “Edit” and choose the person(s) from the list of Additional Grantee contacts whom you would like to give access to the grant   Note: To select multiple persons, hold down the ctrl key.   If the desired person is not listed, they will need to be added to your agency as a registered user.      
  • Select “Save”

2018 Community Services Program (CSP)

The 2018 CSP RFP was released on September 1, 2017 and closed October 2, 2017. The Fulton County Board of Commissioners (BOC)  approved the allocation of $5,452,300  in funding to 72 non-profit agencies at the February 21, 2018 Recess meeting (Agenda item# 18-0126).   The Award list  was modified by the BOC on June 6, 2018 (Agenda item# 18-0378).

2017 Community Services Program (CSP)

The Fulton County Board of Commissioners approved the 2017 Community Services Program (CSP) recommendations at the March 15, 2017 Recess meeting (Agenda item# 17-0248).   The list was updated per Board action at the Regular meeting on May 3, 2017 (Agenda item# 17-0371).
