 Community Services Program (CSP) Awards

The 2019 CSP RFP was released on September 24, 2018 and closed October 31, 2018. The Fulton County Board of Commissioners (BOC) approved the allocation of $6,183,677 in funding to 84 non-profit agencies  (Agenda items#19-0137 and  #19-0177).

   Fulton County’s Department of Community Development Seeks Citizen Comments on the 2019 Draft Action Plan and Releases the 2019 Community Development Block Grant Application

Fulton County’s Department of Community Development seeks public comment on the draft Annual Action Plan for FY2019, Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs. Fulton County is slated to receive approximately $2 million under three formula programs from HUD through the CDBG, HOME, and ESG Programs. These funds will be used for a variety of eligible activities and services that will benefit Fulton County citizens, with the exception of those citizens residing within the city limits of Atlanta, Johns Creek, Roswell and Sandy Springs. The excluded cities listed administer separate programs specifically for the residents in their jurisdictions.

2019 Community Development Block Grant

The Department of Community Development released the 2019 Community Development Block Grant application, Monday, October 29, 2018 and is seeking applications from local nonprofits, public organizations and Community Based Development Organizations (CBDOs). Agencies with community service missions that help low and moderate-income families are encouraged to apply.

CDBG 2019 Applications are due no later than 12:00 p.m.Tuesday, November 27, 2018.

Fulton County Continuum of Care Concludes the Local Application Process |

The GA-502 Fulton County Continuum of Care has concluded the Local Application process under the FY2018 U.S. Department of Housing and Urban Development’s Notice of Funding Availability Continuum of Care Program Competition. The process resulted in a recommendation by the GA-502 Fulton County Governing Board, to fund 12 programs in the amount of $2,911,281 for homeless housing and supportive services in the following categories:

Fulton County Opens Citizen Review and Comment Period for the
Draft 2018 Action Plan Amendments

Citizens can comment May 30 through July 3, 2018

As required by the U.S. Department of Housing and Urban Development (HUD), Fulton County has published for citizen review and comment, Amendments to its Annual Action Plans and Consolidated Plan. Citizens are encouraged to attend and participate in public hearings to assist the County in finalizing its Draft Action Plan Amendments. Comments will be provided to the Board of Commissioners, who will consider the adoption of the Action Plan Amendments at its scheduled meeting on July 11, 2018.

Public review and comment is required prior to decisions on project funding by the Board of Commissioners (BOC). Proposed amendments may change prior to final approval of documents by the BOC. Hearings are scheduled for the following dates and times:

Fulton County’s Community Development Block Grant Program
Seeks Community Service Partners

Fulton County’s Department of Community Development released the 2018 Community Development Block Grant application on Wednesday, April 25, 2018. Local nonprofits, public organizations, and Community Based Development Organizations (CBDOs), with missions that enable communities to address projects that affect the health and welfare of their most vulnerable citizens, are encouraged to apply.

Agencies that are approved for funding will receive a contract agreement for reimbursement of grant related 2018 community service expenses. Interested organizations can view the 2018 application at www.fultoncountyga.gov.

Fulton County Wants Public Comment on the FY2017 Consolidated

Annual Performance and Evaluation Report

The Fulton County Department of Community Development released for public comment the draft FY2017 Consolidated Annual Performance and Evaluation Report (CAPER), which covers the period January 1, 2017 through December 31, 2017. The U. S. Department of Housing and Urban Development (HUD) requires the report as a part of the Consolidated Planning process.

The Consolidated Annual Performance and Evaluation Report outlines how the County used its allocation of Community Development Block Grant (CDBG), HOME Investment Partnerships Act (HOME) and Emergency Shelter Grant (ESG) funds from HUD during calendar year 2017.

All citizens and other interested parties are encouraged to review the draft document and to submit their written comments no later than 4:00p.m., Friday, March 30, 2018. Comments will be accepted from Monday, March 12, 2018 through 4:00 p.m., Friday, March 30, 2018. The final version with citizen comments will be submitted to HUD on April 2, 2018.

 Fulton County Seeks Requests for Proposals for HUD HOME Set-Aside Community Housing Development Funds

Fulton County’s Department of Community Development is soliciting  proposals for use of federal funds to acquire, construct and/or rehabilitate affordable housing.  Community Housing and Development Organizations (CHDOs) can apply for up to $520,000 in funds available through the U.S. Department of Housing and Urban Development’s (HUD) HOME Investment Partnerships Program.

Eligible applicants must have a shovel ready project and demonstrate their ability to develop successful affordable housing development projects.   Available funds are designated solely for housing development activities that produce safe, decent, and affordable housing for low to moderate‐income households located in Fulton County, outside the city limits of Atlanta, Roswell, and Sandy Springs.   Eligible applicants must be qualified and meet all application and certification requirements outlined in the Request for Application Packet and those involving HUD regulations.  

Eligible activities for consideration include:

  • New Construction/Acquisition/Rehabilitation of   Rental Housing - allowable activities   include site improvements, conversion, demolition, provide financing costs, and relocation expenses of any displaced persons
  • New Construction/Acquisition/Rehabilitation of Single-Family homebuyer property
  • Direct financial assistance to purchasers of HOME‐assisted   housing

Ineligible activities include:

  • Tenant-based rental assistance (TBRA);
  • Homeowner/Owner-occupied rehabilitation; and
  • Brokering or other real estate transaction

The request for proposal does not include funding for CHDO Operating Expenses, Capacity Building Costs, nor Technical Assistance and Site Control Loans.
